Anchorage allows cannabis retail in B-3 General Business and several industrial districts, indoor cultivation in I-1 and I-2 industrial zones, and outdoor cultivation only in industrial zones with screening. Storefronts must comply with signage limits, odor-control ventilation, and security camera requirements. The Assembly capped retail concentration in some neighborhoods through the 2017 Spenard area plan amendments. Conditional use permits run with the property and require public notice and a hearing before the Planning and Zoning Commission. State licenses from the Marijuana Control Board are conditioned on the local conditional-use approval.
