Alaska Ballot Measure 2 (2014) made Alaska the first state to legalize recreational cannabis without a prior medical program, codified at AS 17.38. Personal cultivation must occur on the premises in which the adult resides, in a location not visible from a public place, and the plants must be secured from access by minors. Anchorage does not require a personal-grow permit but home-cultivation cannot become a de facto commercial operation; sale or barter of homegrown cannabis is prohibited. Renters need landlord consent. The 12-plant household cap applies regardless of how many adults live there.
Exceeding plant limits, visibility from public space, or sale of homegrown cannabis can trigger state misdemeanor charges and MOA Title 21 nuisance enforcement.
