Towns that voted NO can ban by town meeting or council vote. Each host municipality must execute a Host Community Agreement (HCA) under MGL c. 94G §3(d) with up to 3% community impact fee. State buffer: 500 ft from K-12 schools under 935 CMR 500.110 unless municipality reduces. Typical local zoning requires commercial/industrial district placement, 500-1000 ft buffers from schools/daycare/youth facilities. Licensed operators in Norfolk County include Garden Remedies (Newton-adjacent), Ascend (Dedham), and others. Westwood, Dover, Sherborn, and a few other towns have banned retail dispensaries.
