Sacramento County Code Chapter 4.45 regulates commercial cannabis activity in unincorporated areas. The county permits a limited set of storefront retailers, non-storefront delivery, distribution, manufacturing, testing, and cultivation operations subject to a county Cannabis Business Operating Permit plus a conditional use permit. Dispensaries must maintain a minimum 600-foot buffer from K-12 schools, day cares, and youth centers measured property line to property line, and cannot locate within 1,000 feet of another dispensary. Hours of retail operation are capped at 6 AM to 10 PM. Local cannabis taxes (Measure C) apply in addition to state excise tax.
