Dispensaries must have security systems, opaque windows at the ground level facing public areas, and hours typically 7 AM to 10 PM. OLCC licensing is required at the state level before any local permit issues. Troutdale and Wood Village opted out of recreational cannabis sales under ORS 475C.121 (Measure 91's opt-out provision), though they still collect modest tax revenue. Gresham allows dispensaries in Downtown and Corridor commercial zones with conditional use review. Fairview is generally permissive. Unincorporated Multnomah County allows dispensaries in designated Commercial zones under MCC 39. Multnomah County levies a 3% local cannabis tax on top of the 17% state tax, for a 20% total on recreational sales (medical is untaxed). Portland's 3% local tax adds up to 23% total within Portland limits (though some sales split between city and county jurisdiction).
