Moreno Valley, CA Cannabis Regulations: Home Cultivation (2026)

Proposition 64 and California Business and Professions Code Section 26200 et seq. allow adults 21 and over to cultivate up to six cannabis plants per private residence for personal use. Moreno Valley, consistent with its adopted cannabis ordinance, requires that all personal cultivation occur indoors within a fully enclosed and locked structure that is secure from public view. Outdoor cultivation on residential parcels is prohibited, and the city may not reduce the six-plant state floor. Cultivation areas must comply with building and electrical codes; unpermitted high-amperage grow lighting, exhaust modifications, or CO2 systems are code enforcement triggers. Odors must not create a nuisance at the property line; carbon filtration is commonly used for compliance. Cultivation is prohibited in any location accessible to minors without supervision, and cannabis plants cannot be visible from the street, sidewalk, or neighboring yards. Tenants need landlord permission in writing, as leases can prohibit cannabis activity.
