Universal City, TX Cannabis Regulations: Home Cultivation (2026)

Cultivation of cannabis at home is illegal in Universal City and throughout Texas. The Texas Health and Safety Code Chapter 481 classifies marijuana as a controlled substance, and growing any amount is a criminal offense. Possession of useable marijuana under two ounces is a Class B misdemeanor with up to 180 days jail and a 2,000 dollar fine. Cultivation or possession of larger amounts is charged based on aggregate weight including usable plants and is a state jail felony at 4 ounces to 5 pounds, with third-degree felony exposure at higher weights.

The limited medical program under the Texas Compassionate Use Program, TCUP, allows only state-licensed dispensing organizations to cultivate, not patients. Federal law under the Controlled Substances Act also prohibits cultivation. 3 percent Delta-9 THC by dry weight is legal under Texas Agriculture Code Chapter 122 and the federal 2018 Farm Bill, but hemp growers must be licensed by the Texas Department of Agriculture, and personal backyard hemp cultivation without licensure is not permitted.
