Alhambra requires a Building Official-issued permit before constructing an in-ground or larger swimming pool under Municipal Code § 20.05.010. Only small prefabricated pools under 18 inches deep or 5,000 gallons, installed entirely above grade, skip the permit; every other residential pool must also meet the 2018 International Swimming Pool and Spa Code adopted at § 20.15.020.
