Boulder requires a building permit for most residential swimming pools under the City's adopted building code. Only small prefabricated above-ground pools are exempt: under Section 10-5-2, B.R.C. 1981, a pool skips the permit only if it is less than 24 inches deep, holds no more than 5,000 gallons, and sits entirely above ground.
