La Grange City Code § 220.010 declares garbage cans that are not 'fly-tight' and any infestation of rats, mice or other vermin to be public-health nuisances. Property owners, lessees and occupants who cause or allow such a nuisance within the city, or within a half mile of it, commit a separate ordinance violation for every day it continues.
