Norfolk installs public surveillance cameras on city property only after residents of a Project Focus Neighborhood, or the police chief, petition for them, under City Code Sec. 33-43.1. The cameras must be visible, posted with signage, barred from views of private property carrying a reasonable expectation of privacy, and cannot record private conversations.
