Flavored Tobacco Bans
Orange tobacco retailers cannot sell, display or give away flavored tobacco products or tobacco flavor enhancers, and starting July 1, 2026 they cannot sell electronic smoking devices at all, under Municipal Code Section 5.100.060(C). The prohibitions are enforced through the same permit that lets a store sell tobacco in the first place, so a flavor sale puts the store's whole tobacco permit at risk.
