Rochester's Center City has its own design regime, separate from the citywide design standards. Article IX of the Zoning Code establishes the CCD Center City District under § 120-57, organized into six sub-districts with their own design and performance criteria, guided by the Center City Master Plan's principles in § 120-58. The citywide design standards in § 120-158 explicitly do not apply downtown.
