Southfield property owners and occupants may not let conditions that harbor rodents exist on their land. Sec. 2.16 requires every accessory structure, sheds, garages and the like, to sit on a concrete rat wall at least twenty-four inches deep and four inches thick with a four-inch cement floor beneath it, and violations are municipal civil infractions enforced by the city's building department.
