Vestavia Hills doesn't ban car washing outright during a declared drought emergency, it requires recycled water. Sec. 17-2(f)(4) suspends general vehicle washing once the mayor declares a Stage 3 or Stage 4 drought emergency but exempts car washes using recycled water, and Sec. 17-2(g)(2) carries the same recycled-water exemption into the more severe Stage 5 emergency.
