401 spells out sixteen categories of conditions that constitute a code violation when maintained on any premises in the city. These include storing personal property such as abandoned or inoperative vehicles, appliances, scrap metal, or building materials where it is visible from adjacent property or the public right-of-way and constitutes visual blight; accumulating dirt, sand, gravel or concrete that reduces the neighborhood's appearance; running a junk yard or auto dismantling operation outside an industrial zone without a special use permit; letting a drive-in enterprise sit abandoned; and any dangerous, unsightly or blighted condition detrimental to public health, safety or welfare.

The list also reaches unsecured vacant buildings with broken doors or windows, neglected or run-down premises with untended landscaping or deteriorated fences, commercial signage or parking lots kept in run-down condition, and encroachments onto public property such as mud tracked onto the street or trash cans left out beyond 12 hours of pickup time. Subsection P even bars clotheslines visible from the public right-of-way. 402 makes clear that boarding up a vacant, unrepaired building does not count as correcting the violation; a building unrepaired for a full year after notice may be abated by the city.
