Rockland County, NY Code Violation Reporting: How to Report (2026)

Section 23-13A authorizes the Director to review and investigate complaints alleging that conditions or activities fail to comply with the Uniform Codes, Chapter 23, or any related enforcement regulation, but the review is discretionary rather than mandatory. Once a complaint comes in, the Director may inspect the conditions or activities alleged to violate the code and document the results (§ 23-13A(1)). If an inspection turns up a violation, the Director notifies the property owner and any other responsible person, giving them an opportunity to abate, correct or cure it, or proceeds under the enforcement track in § 23-17 (§ 23-13A(2)).

Where warranted, the Director can issue an immediate stop-work order under § 23-7 instead of waiting out a correction period (§ 23-13A(3)). Once a violation is fixed, the Director inspects again to confirm the correction, writes a final report, and files it with the original complaint (§ 23-13A(4)). Separately, § 23-10D(2) lets the Director inspect a building based on a complaint only if that complaint contains information sufficient to support a search warrant, a check that keeps the county from acting on bare accusations. Complaints about dangerous buildings can also trigger the notice-of-unsafe-structure process in § 23-10, including a hearing right within 10 days of service.

This complaint process, like the rest of Chapter 23, applies only inside the Village of Spring Valley under the state's temporary code-enforcement mandate, and sunsets under § 23-22B no later than December 31, 2026.
