Any employee, officer or resident of the county or the city may file a complaint and request for prosecution with the city attorney regarding the existence of a public nuisance on a premises located in the city.(b)If the city attorney, after reviewing the complaint and request for prosecution, has reason to believe that a public nuisance exists on the premises complained of located in the city, written notice of such complaint shall be sent to the owner of the premises.(c)After giving not less than three days' written notice of such complaint to the owner of the place or premises complained of at his last known address, the city attorney shall promptly request a hearing before the nuisance abatement board.
