Summary
Yakima County Code Enforcement, part of the Department of Public Services, works from written citizen complaints or referrals from other regulatory agencies under YCC § 21.02.030. The division can bypass that requirement and act immediately when building staff spot a Title 13 violation firsthand or a condition risks serious, immediate harm.
The Yakima County Code Enforcement Division generally responds to alleged violations of the Yakima County Codes and regulations based on written citizen complaints or referrals of potential violations from other regulatory agencies. However, if violations of the Yakima County Building Code Title 13 are observed by citizens, agencies or by Yakima County building, fire, and life safety personnel during the course of their inspections; or if an alleged violation creates the risk of immediate or serious or extensive damage or harm, Code Enforcement may take immediate enforcement action prior to receiving a written complaint or referral. Nothing in this Chapter shall be construed as requiring the County to enforce the prohibitions in this Title against all or any properties which may violate any county code or this Title. The County retains the discretion to enforce and prosecute violations of this ordinance as the County's resources permit. Exercise of such discretion may result in the enforcement and prosecution of a limited number of violations at any given time. Nothing in this Section or the absence of any similar provisions from any other County law shall be construed to impose or create a duty upon the County to enforce such other provision of law. (Ord. 11-2019 (part), 2019)

Yakima County's Code Enforcement Division sits inside the Department of Public Services and is the office that fields complaints under Yakima County Code (YCC) Title 21. " A phone tip alone does not automatically open a case unless the situation is urgent: the same section lets the Code Enforcement Official act immediately, without waiting on a written complaint, when a Building Code Title 13 violation is spotted directly by county building, fire, or life-safety staff during an inspection, or when the alleged violation risks immediate, serious, or extensive damage or harm.
020, and is commissioned as a limited law enforcement officer with authority to issue citations, assess fines, record liens, and refer cases to the prosecuting attorney. 020: a Stop Work Order to halt unpermitted activity, an Investigation Report explaining the nuisance rule and requested fix, a Violation Notice, a Correction Notice, or a Correction Order when earlier notices failed. Because the complaint-based system depends on documentation, residents reporting a suspected violation on unincorporated county land, outside the cities of Yakima, Sunnyside, Grandview, Selah, Toppenish, Union Gap, Wapato, and Zillah, should expect to submit their concern in writing to Public Services for it to be logged as an official complaint.
Violations & Fines
A confirmed violation triggers a written notice and order giving the property owner or responsible party up to 30 days to correct it before further action, under YCC § 21.03.010. Ignoring the notice exposes the owner to civil or criminal citations, fines, liens for abatement costs, and permit suspension or revocation, and the Code Enforcement Official may refer the matter to the Yakima County Prosecuting Attorney's Office with a written investigative report recommending legal action.
