Reading, PA Code Violation Reporting: How to Report (2026)

Reading's adopted Property Maintenance Code guarantees tenants and residents the right to report presumed violations directly to the Property Maintenance Division or one of its representatives. The same section bars retaliatory eviction: a landlord cannot evict a tenant for reporting alleged code violations. Complaints can cover anything the code regulates, from unsafe or blighted structures to weeds, rodent harborage and missing heat. Once a report comes in, the Division investigates and, where warranted, serves a notice of violation on the owner or the owner's authorized agent under the code's enforcement provisions.
