Benton County runs disposal, not curbside pickup. Kennewick uses Waste Management, Richland runs its own utility, and West Richland, Benton City, and Prosser use Basin Disposal. Unincorporated homes hire a UTC-certificated hauler or self-haul.
RCW 81.77.020
No person, his or her lessees, receivers, or trustees, shall engage in the business of operating as a solid waste collection company in this state, except in accordance with the provisions of this chapter.
Set-out rules come from your city or hauler, not a countywide ordinance. Carts go curbside on collection day with lids closed and wheels toward the house, and should be pulled back the same day.
Benton County residents self-haul large items to the Horn Rapids Landfill near Richland rather than through a county bulk route. Appliances with refrigerant and household hazardous waste need special handling.
Washington does not force households to recycle, but state law (RCW 70A.205) requires Benton County's solid-waste plan to offer recycling. Access across the arid Tri-Cities is thinner than in the Puget Sound region.
RCW 70A.205.045
Until January 1, 2030, these programs shall include collection of source separated recyclable materials from single and multiple-family residences, in urban areas, unless the department approves an alternative program, according to the criteria in the planning guidelines.
