Parade Permits
Carroll County's Board of Commissioners can require a permit, or ban outright, for parades, motorcades and other public assemblages on unincorporated roads, streets, sidewalks, parks and public places, under the authority granted by Article I, Section 8(b)(1) of the county's own enabling act. The power covers timing, routes, conduct and accompanying loudspeakers, and violations of any implementing ordinance carry up to a $1,000.00 fine or 60 days in jail.
