Obstruction Rules
James City County makes it unlawful to block sidewalks, walkways or any public place, or private property open to the public, and then refuse to stop or move along when told to by the property's owner, agent or a law enforcement officer. Section 15-21 carves out an exception for lawful picketing, and the county's code notes the offense parallels Virginia Code section 18.2-404.
