Home cannabis cultivation is illegal everywhere in Monroe County. Pennsylvania allows medical marijuana only, and even registered patients may not grow their own, so there is no legal home grow. Cultivation is a crime under the state Controlled Substance Act.
35 P.S. Β§780-113(a)(30)
Except as authorized by this act, the manufacture, delivery, or possession with intent to manufacture or deliver, a controlled substance by a person not registered under this act, or a practitioner not registered or licensed by the appropriate State board, or knowingly creating, delivering or possessing with intent to deliver, a counterfeit controlled substance.
Only state-licensed medical marijuana dispensaries may operate in Monroe County; no recreational sales exist. The Department of Health licenses them, state law sets a 1,000-foot school and day-care setback, and each township or borough handles the zoning.

A dispensary shall meet the same municipal zoning and land use requirements as other commercial facilities that are located in the same zoning district.
