Montgomery County issues no tree-removal permit for private property. Permitting, where it exists, is municipal. Public shade/street trees are controlled by a borough or township Shade Tree Commission under the PA Shade Tree Act, which must give public notice before removing a public tree.
PA Shade Tree Commission Act, Act of May 31, 1907, P.L. 349, Β§3 (53 P.S. Β§2813)
...they shall give public notice of the time and place appointed for the meeting at which such contemplated work is to be considered, specifying in detail the highways... upon which trees are proposed to be planted, removed, or changed, in one or more... newspapers... once each week for at least two weeks, prior to the date of said meeting.
