It shall be unlawful for any person owning, occupying or having charge or control of any premises in the county, in or on which any solid waste accumulates or exists, to fail to place and keep all such solid waste located thereon which is comprised of garbage or other putrescent waste or which is capable of becoming litter due to [its nature, in storage containers].
