Primary-Residence-Only Rule
Non-commercial short-term rentals must be operator-occupied. Only a natural person may hold one, no more than one per person, and the operator must live on the same lot as the rental. Whole-home, non-owner-occupied STRs are banned in residential districts.

Only natural persons age 18 or over may own a property used as a non-commercial short-term rental. Ownership, in whole or in part, by a business entity, trust, or any other juridical person is prohibited... No person may possess more than one short-term rental owner permit.
