Outagamie County does not impose a countywide leash ordinance for unincorporated areas; instead, Wis. Stat. ch. 174 (Dogs) governs licensing and dogs running at large, and individual municipalities adopt local leash and at-large rules. Under Wis. Stat. Β§174.042, an owner who negligently permits a dog to run at large or be untagged forfeits not less than $25 nor more than $100 for a first offense, and not less than $50 nor more than $200 for subsequent offenses. Municipalities including Greenville, Grand Chute, Dale, and Appleton have adopted Wis. Stat. ch. 174 by reference and require that dogs off the owner's property be on a leash and under the control of a responsible person.
