Stearns County does not require a construction site permit to build a residential swimming pool. The only building-side approval that can apply is a shoreland alteration permit under Section 10.2.14, and only if the pool sits within the county's Shoreland Overlay District along a lake or river; every pool must still meet the zoning district's normal setback.

Fencing & Safety Requirements
Every swimming pool in unincorporated Stearns County must be enclosed by a wall or fence at least six feet high with a self-closing, lockable gate that keeps out uncontrolled access. In-ground pools need climb-resistant fencing, above-ground pools can count their own sides as the barrier if ladders come off, and an ASTM-rated automatic cover can substitute for fencing.
