Section 21-201(b) declares the ordinance to have county-wide effect, so it reaches both incorporated municipalities and unincorporated UMSA. Section 21-205 exempts juveniles accompanied by a parent or guardian, coming from work or school activities, running parent-approved errands, or handling emergencies, among other listed situations.
