080 requires an officer to first ask the minor's age and reason for being present, and bars a citation or arrest unless the officer reasonably believes an offense occurred and no defense applies. 120 punishes a violating parent or guardian the same way, though on a first offense the court may set aside the penalty if the parent completes 20 hours of community service, attends a parenting class, and completes court-directed counseling with the minor.
