Rockville enforces a juvenile curfew under the city code. Minors under 18 may not be in public places during curfew hours: 11:00 PM to 5:00 AM Sunday through Thursday, and midnight to 5:00 AM Friday and Saturday. Exceptions exist for employment, school activities, emergencies, and travel with a parent or guardian.
The City of Rockville juvenile curfew ordinance restricts minors under 18 years of age from being in public places, including streets, parks, sidewalks, and commercial establishments, during designated curfew hours. Sunday through Thursday, curfew runs from 11:00 PM to 5:00 AM the following morning. Friday and Saturday nights, curfew runs from midnight to 5:00 AM. The ordinance is designed to reduce juvenile crime and protect minors from becoming victims of crime during late-night hours. Exceptions to the curfew include minors accompanied by a parent or legal guardian, minors traveling to or from lawful employment with written verification from the employer, minors attending or returning from a school-sponsored or religious activity with documentation, minors on the sidewalk immediately adjacent to their residence, minors engaged in interstate travel, and minors exercising First Amendment rights such as attending a lawful assembly. Parents and guardians have an affirmative obligation to ensure their minor children comply with curfew requirements. Business owners may not knowingly allow minors to remain on their premises during curfew hours. Montgomery County has a separate curfew ordinance that applies in unincorporated areas. The Rockville City Police enforce the curfew and may detain minors found in violation, contact parents for pickup, and issue citations. Contact the Rockville City Police at 240-314-8900.
First-time curfew violations typically result in a warning and parental notification. Subsequent violations may result in fines against the minor or parent starting at $50 and escalating to $250 for repeat offenses. Parents who knowingly permit curfew violations may face separate citations. Chronic violations may trigger referral to juvenile services.
