Rockville, MD Noise Ordinances: Construction Hours (2026)

Montgomery County Code Section 31B-6 sets specific noise standards for construction activities. Construction noise is measured at least 50 feet from the source on the receiving property where noise is greatest. Daytime construction hours are 7 AM to 9 PM on weekdays and 9 AM to 9 PM on weekends and holidays, though most jurisdictional guidance restricts heavy construction to 7 AM to 7 PM weekdays and 9 AM to 5 PM weekends. Nighttime construction activities specifically prohibited in residential noise areas include delivering materials or equipment, loading or unloading, and operating construction equipment with audible backup warning devices. Pile drivers, jackhammers, and similar impact equipment must comply with additional decibel limits. A noise waiver can be obtained from the Montgomery County DEP for work outside standard hours, requiring demonstration that the work cannot be performed during permitted hours. Emergency utility repairs are exempt. The City of Rockville may impose additional conditions through building permit requirements for projects near residential neighborhoods.
