Rockville, MD Fence Regulations: Material Restrictions (2026)

Rockville permits a range of fencing materials in residential zones including wood, vinyl, aluminum, composite, and chain link. However, the city's Technical Guide for Exterior Alterations notes that certain modern materials such as chain link and vinyl/aluminum fencing may detract from the historic character of designated districts and should be avoided. Properties within the West Montgomery Avenue, Lincoln Park, or other Rockville historic districts must obtain Historic District Commission approval for fence materials, design, and appearance. The HDC evaluates whether proposed materials are compatible with the architectural character of the surrounding neighborhood. Wood privacy fencing and ornamental iron or aluminum are generally favored in historic areas. Barbed wire, razor wire, and electrically charged fencing are prohibited in residential zones. Fence panels must be structurally sound and maintained in good condition. Deteriorated or damaged fencing may trigger a property maintenance code violation from Community Enhancement Code Enforcement. Planned development communities may have additional material restrictions specified in HOA covenants or the approved PD site plan.
