Unincorporated Colusa County does not set a single general park-closure hour, but two rules apply: a countywide minor curfew (Section 14-15.1) bars anyone under 18 from public places, including parks, between 11 p.m. and sunrise; and at the county-operated East Park Reservoir, day use is limited to 6 a.m. to 10 p.m. with quiet hours from 10 p.m. to 7 a.m. (Chapter 46).
Two parts of the Colusa County Code govern after-hours use of parks. First, the general-offenses minor curfew in Section 14-15.1 makes it 'unlawful for any minor under the age of eighteen years to loiter, idle, wander, stroll or play in or upon the public streets, highways, roads, alleys, parks, public buildings, places of amusement and entertainment, vacant lots or other unsupervised places between the hours of eleven p.m. of any day and sunrise of the following day,' subject to exceptions (accompanied by a parent or guardian, supervised functions, lawful employment, or traveling directly home). Section 14-15.2 makes it unlawful for a parent or guardian to knowingly permit such a violation, and Section 14-15.3 makes a violating minor guilty of a misdemeanor handled under the Juvenile Court Law. Second, for the county's flagship recreation area, Chapter 46 (East Park Reservoir Rules, Regulations, and Fees) sets operating hours: Section 46-06(e) provides that 'Day use camping shall be between the hours of six a.m. to ten p.m.,' and the chapter establishes quiet hours - Section 46-05 bars noise over 55 decibels within 50 feet of any boat, dwelling, campsite, or campground between 10 p.m. and 7 a.m., and Section 46-06(d) bars removing camping equipment during those hours except by authorization or emergency. Overnight camping there is allowed only with paid, reserved privileges and is limited to 14 nights in succession (Sec. 46-06). Parks within the incorporated cities of Colusa and Williams, or operated by other agencies, follow those agencies' own posted hours. Confirm specific park rules with Colusa County or the managing department (Public Works).
A minor in a park or other public place between 11 p.m. and sunrise, in violation of Section 14-15.1, is guilty of a misdemeanor handled under the Juvenile Court Law, and a parent or guardian who knowingly permits it violates Section 14-15.2. At East Park Reservoir, using the area for day use outside 6 a.m. to 10 p.m., producing excessive noise during the 10 p.m. to 7 a.m. quiet hours, or violating other Chapter 46 rules may result in citation and revocation of park privileges. Enforcement is by the Colusa County Sheriff's Office and the managing department.
