Dakota County Ordinance No. 107, the Park Ordinance, governs all county parks including Lebanon Hills, Spring Lake, and Whitetail Woods. Section 2.1 sets standard hours of 5:00 a.m. to 10:00 p.m. and makes it unlawful to enter or remain in a park during the overnight closure unless you hold a permit, are camping in a designated area with a camping permit, or are passing through a greenway without delay. The Park Director may close any park or area at any time and may set different hours for specific facilities. The ordinance is enforced by the Parks, Lakes and Trails unit of the Dakota County Sheriff's Office. Minors are also subject to the county's separate Juvenile Curfew Ordinance No. 122.
Being in a county park during closed hours violates Ordinance 107 and can result in ejection from the park for at least 24 hours and a citation. Loitering, sleeping, or camping outside designated areas is also prohibited.
