Under Section 10.32.060 of the Glenn County Code, it is unlawful for most people to enter or be present on public park property between 10 p.m. and 5 a.m., except in response to a public function or with administrative permission. Parks specifically held open 24 hours are exempt. A separate youth curfew (Chapter 10.36) runs 10 p.m. to 6 a.m.
Glenn County's general-offenses code (Title 10) sets the nighttime rules for county park property. Section 10.32.060 (Trespass on public property - Nighttime) provides that it is unlawful for a person 'other than an employee on business and those with the permission of administrative personnel or an agent thereof, to enter or be present upon school or public park property between ten p.m. and five a.m., not in response to a function to which members of the public are invited, and without obtaining permission to be on the property from administrative personnel in charge of the property.' Subsection (B) exempts 'any public park specifically held open on a twenty-four-hour basis.' A related provision, Section 10.32.040 (Trespass - Parking lots), makes it unlawful to be present in a public or private off-street parking lot between 10 p.m. and 5 a.m., subject to its own exceptions. Separately, Glenn County's Youth Protection Curfew in Chapter 10.36 defines 'curfew hours' as 10:00 p.m. to 6:00 a.m. and makes it unlawful for a minor to loiter or remain in any public place - including parks and playgrounds - during those hours, with the usual exceptions (accompanied by a parent, traveling, emergency, etc.). Note that some specific parks are also operated by other agencies (cities like Willows and Orland, or special districts); their posted hours may differ. For county-controlled park property, the 10 p.m. to 5 a.m. closure under Section 10.32.060 governs unless the park is posted as open 24 hours.
Being present on county park property between 10 p.m. and 5 a.m. without permission or a public function, in violation of Section 10.32.060, is a trespass offense under the Glenn County Code. A minor remaining in a public place (including a park) during the 10 p.m. to 6 a.m. youth curfew hours violates Chapter 10.36. Enforcement is by the Sheriff's Office and may result in citation; trespass and curfew violations are prosecuted as provided in Title 10.
