Under Nampa City Code § 9-5-4, every city park is open to the public only from one-half hour before sunrise to one-half hour after sunset, every day of the year; the code directs that persons and vehicles be excluded from the parks during the hours of closure. The parks and recreation director can also temporarily close a park early under § 9-5-5 when needed to protect the property or serve the city's interest.
