Layered on top of the park-hours rule is the city's general minor curfew in Section 9.28.040: no minor (a person under 18) may loiter, wander, stroll, or remain on any public street, road, alley, park, playground, building, or other public ground between 10:00 p.m. and 5:00 a.m., unless accompanied by a parent, guardian, or authorized adult, or on an emergency errand or legitimate business. Parents who knowingly permit such a violation are also responsible under Section 9.28.050. So a minor in a Perris park is subject to the earlier 10:00 p.m. curfew, while adults must leave parks by 11:00 p.m. under the park-facilities rule. A violation of Chapter 9.40 (public property) is a misdemeanor; yard/park-rule violations are enforced by police and code enforcement.
Being present in a Perris park after 11:00 p.m. or before 6:00 a.m. (other than at an approved event) violates Section 7.22.040(10). A minor in a park or public place between 10:00 p.m. and 5:00 a.m. without a parent/guardian violates the curfew in Section 9.28.040, and a permitting parent may be cited under Section 9.28.050.
