Sec. m. The section also gives the city administrator, a designee, or the city council standing authority to declare any section or part of the park and playground facilities closed to the public at any time and for any interval, temporarily or at regular or stated intervals, independent of the nightly hours. The current version of Sec. 54-4 was adopted by Ord. No. O-15-034, § 3, on August 26, 2015 and most recently amended by Ord. No. O-25-015, § 1, on August 27, 2025. Chapter 54 defines "park and playground facilities" to mean any park, recreation area or open field, but the definition specifically excludes the Mary Pat Case Municipal Swimming Pool facilities, so pool hours are governed separately.

The nightly closure sits alongside a longer list of prohibited park activities under Sec. 54-2, including open fires outside approved grills, fireworks, generators, alcohol on park roads, parking lots or grounds, and bringing firearms, BB guns, bows or other weapons capable of inflicting injury into a park without a proper permit. Sec. 54-3 separately authorizes the city administrator or council to post additional annual park rules on the city's website and file them with the city secretary; violating a posted rule is punishable by expulsion from the park, and for serious or repeated violations the city administrator may extend that expulsion for up to 180 days.
