The City of Sonora has no data-center ordinance and no data-center use category. A data center is an industrial use, sited in the ML Limited Manufacturing zone under Municipal Code Chapter 17.28, permitted by right when it produces no air or water pollution.
Sonora's zoning code (Title 17) does not name 'data center' as a use. The ML Limited Manufacturing zone is the city's only industrial district, and it is small: Sonora has limited industrial land. In the ML zone, manufacturing is permitted by right if it produces no air or water pollution and does not endanger public health or safety, and 'any use permitted in other zoning districts except residential' is also allowed. A data center classified as such manufacturing needs only a ministerial building permit and Site Plan review under Chapter 17.52. If a use permit is required, the project becomes discretionary and triggers CEQA review. Sonora has adopted no data-center moratorium.
Building or operating a data center outside the ML zone, or without the Site Plan approval or use permit when one is required, is a zoning violation enforced by Community Development through stop-work orders, penalties, and nuisance abatement.
