Findings

• Municode came first in 636 of the 1,316 cities and counties counted (48%): more of the pages counted for each of those places link to it than to any other publisher.
• eCode360 came first in 280 places (21%), for 24 of them counting pages whose stored link now redirects to it, and American Legal Publishing came first in 177 places (13%).
• 126 of the 1,316 places (10%) are listed under a local government website: more of their pages were read there than on any code publishing platform.
• The other 1,190 places (90%) are listed under a code publishing platform, spread over 9 platforms.
• In 110 places (8%), a second publisher holds at least 20 percent of the pages counted.
• For 938 places (71%), every page counted is on a single publisher, for 18 of them counting pages whose stored link now redirects there.
