Adopted in 2015, Division 95 of the LABC sets up a two-stage program. LADBS first issues an Order to Comply notifying owners that their pre-1977 concrete building appears non-ductile. Owners then have three years to submit a structural checklist, ten years to complete a Tier 1 evaluation or retrofit design under ASCE 41-17, and 25 years to finish construction. Approximately 1,400 buildings have been identified, mainly mid-rise offices, apartments, and parking structures. Retrofits typically involve concrete jacketing, fiber-reinforced polymer wraps, or new shear walls. Tenants in qualifying rental buildings receive notice and limited cost pass-through under LAMC Β§151.06.02.
