Shawnee County, KS Environmental Rules: Boat Dock Permits (2026)

Section 21-49 sits inside Article II's "Park Use Rules and Regulations," the same article that lists Lake Shawnee and its surrounding parkland among the department's protected facilities in Sec. 21-31. The rule flatly bars placing "private docks, buoys, and boat racks" on "any public fishing area without written authorization from the director of county parks and recreation," meaning residents cannot install a private mooring or rack at Lake Shawnee or another county fishing area on their own initiative, even temporarily. The same article separately regulates water access more broadly: swimming and wading are confined to the "Lake Shawnee Swim Beach, marked swimming areas at the Lake Shawnee Campground, [and] the Shawnee Boat and Ski area" under Sec.

21-40, and scuba diving likewise needs prior written parks-director authorization under Sec. 21-41. Organized boating activity at the lake runs partly through the Shawnee Boat and Ski Club and the Shawnee Yacht Club, recognized as "quasi-public organizations" in Sec. 21-5 that operate under their own board-set rules so long as those rules do not conflict with county park regulations. Fees for any authorized dock, rack, or facility use are not fixed by the article itself; Sec. 21-50 instead directs residents to the current fee schedule kept on file at the parks and recreation administration office.

Park police enforce the dock rule under Sec. 21-32 and may act against unauthorized structures the same way they act against any other park-use violation.
