City Code § 6-136 makes it unlawful to build, erect, construct, alter, extend, or repair any landing, wharf, dock, pier, bulkhead, jetty, or similar structure in the city's waters, marshlands, or lowlands without a permit: anyone who fails to get one is guilty of a Class 1 misdemeanor. Applications go to the Department of Planning under § 6-137, with plans stamped by a Virginia-licensed professional unless the planning director waives that requirement. The processing fee is $230 under § 6-138, plus a separate building-permit fee tied to construction cost. The planning director approves the permit under § 6-139 if the structure won't encroach on others' rights, won't obstruct the water, and follows accepted building practices.
