Austin City Council adopted the Climate Equity Plan in 2021, committing the city to net-zero community greenhouse gas emissions by 2040, accompanied by sector goals for electricity, transportation, buildings, and consumption alongside equity outcome metrics.
Resolution 20210908-002 adopted the Climate Equity Plan after a two-year, community-led update to the 2015 Community Climate Plan. Goals include 100 percent carbon-free Austin Energy generation by 2035, electrification of personal vehicle trips, net-zero carbon for new buildings by 2030, and carbon-neutral or carbon-positive performance for existing buildings by 2040. Each strategy includes equity metrics tracking the share of investments and benefits flowing to Black, Indigenous, and people of color communities. The Office of Sustainability publishes annual progress reports. Implementation depends on Austin Energy capital plans, the Land Development Code, the Strategic Mobility Plan, and partnerships with Travis County, CapMetro, and AISD.
The plan is aspirational and does not impose direct civil penalties on property owners. Compliance flows through downstream rules: Austin Energy Code, Watershed Protection, Strategic Mobility Plan, and procurement standards each carry their own enforcement.
