Coastal development in Volusia County (Daytona Beach, Ormond Beach, New Smyrna Beach, Ponce Inlet, Daytona Beach Shores) is governed by the FDEP Coastal Construction Control Line (CCCL) established under F.S. §161.053. Any construction seaward of the CCCL requires an FDEP CCCL permit in addition to local approvals. Volusia County Code Ch. 72 Article XII enforces F.S. §161.163 sea turtle lighting standards during nesting season (May 1-Oct 31): lights visible from the beach must be shielded, low-wattage, long-wavelength (amber/red LED), or turned off. Dune walkovers required for beachfront properties to prevent vegetation damage. Beach driving permits required in designated zones ($25 annual for residents, $20 daily for non-residents in 2024).
