Clark County, NV Environmental Rules: Erosion Control (2026)

Clark County requires erosion and sediment control on all land-disturbing construction through its Stormwater Quality Program and the CCRFCD Hydrologic Criteria and Drainage Design Manual. Typical BMPs include silt fence, fiber rolls, stabilized construction entrances, street sweeping, concrete washouts, and soil stabilization with hydromulch or straw. Because the Las Vegas Valley is designated a PM10 serious non-attainment area under the federal Clean Air Act, the Clark County Department of Environment and Sustainability (DES, formerly DAQ) enforces the nation strictest construction dust control program under Air Quality Regulations Section 90 and Section 94. Any project disturbing 0.25 acre or more requires a Dust Control Permit, a certified Dust Control Monitor on site, and daily water application records. Monsoon-season construction (July to September) requires extra runoff BMPs. NDEP Construction Stormwater General Permit requires a SWPPP, routine inspections, and corrective actions after rain events 0.5 inch or greater. Desert playa and ephemeral wash crossings require USACE and NDEP wetland approvals.
