Las Vegas, NV Environmental Rules: Erosion Control (2026)

Before grading, filling, excavating, or building anywhere in the city, you need a development permit from the Director of Public Works under LVMC 20.08.130. The application has to show existing and proposed structures, fill, drainage facilities, and debris control structures on scaled plans, plus documentation that the work complies with the Flood Control Master Plan and the Hydrologic Criteria and Drainage Design Manual. "Development" is defined broadly in LVMC 20.08.050 to include mining, dredging, filling, grading, paving, and excavation, so routine yard regrading or drainage work on a lot triggers the same permit as larger site work. The Director can fold this review into a building-permit application instead of a stand-alone permit, but the underlying plan and drainage documentation requirements still apply.
