In special flood hazard areas identified on the Flood Insurance Rate Map, LVMC 20.08.410 requires new construction and substantial improvement of any residential structure to have the lowest floor elevated above base flood elevation, set by the City's Drainage Design Manual rather than a flat number in the code itself. Nonresidential buildings get an alternative under 20.08.420: elevate the same way, or floodproof the structure watertight below that level and have a licensed engineer or architect certify the design. No structure of any kind may be built, altered, or extended in the City without a development permit from the Director of Public Works and full compliance with the Chapter, per 20.08.080 and 20.08.130.
